Paul G. Bogdanski, Senior Manager, State and Local Tax
Paul serves as a Senior Manager in Grant Thornton’s State and Local Tax (SALT) practice and is based in Chicago, IL.
Paul has more than fifteen years of experience working in the state and local tax field. Prior to joining Grant Thornton, he spent over eight years working for the Illinois Department of Revenue (DOR) as the Deputy General Counsel and was responsible for overseeing all Illinois tax litigation. While at the Department of Revenue, Paul also served a one- year term as Acting General Counsel.
While at the DOR, Paul managed over $400 million in tax litigation, actively participated in settlement discussions on large-dollar and high-profile cases and resolved numerous controversies prior to trial. He also advised the governor’s office and elected officials, as well as the DOR's Director, General Counsel, senior staff and agency personnel on legislative proposals, revenue enhancements, legal issues and litigation.
As a member of the DOR's Informal Conference Board, Paul reviewed taxpayer concerns and worked with taxpayers to resolve controversies prior to the issuance of an assessment. He also worked with the DOR's audit staff’s to address their legal concerns on specific audit assignments and he approved major adjustments to taxpayers’ filing positions. He regularly formulated and implemented departmental policy, procedure and legislation.
Paul has lectured before various bar associations, CPA societies and practitioner groups on a variety of state tax topics. Prior to joining the DOR, Paul litigated state tax controversies in the Illinois Courts as an Assistant Illinois Attorney General.
Paul received his Juris Doctorate from John Marshall Law School in Chicago and his Bachelor of Science in Accounting from DePaul University.
